Oak Hill Elevated Storage Tank
Bids for the construction of the Project will be received at the New Ellenton Commission of Public Works Offices, 100 Main Street S., New Ellenton, South Carolina 29809, until Thursday, April 2, 2026, at 2:00 p.m. local time. At that time,the Bids received will be publicly opened and read.
The Project includes furnishing all materials, equipment, and labor necessary to construct a new 300,000-gallon elevated water storage tank located on TMS No. 125-12-06-008 in Aiken County, South Carolina. The work also includes installing approximately 35 linear feet of 10-inch ductile-iron water main and an asphalt driveway apron to serve the new tank and enhance water service reliability for the Oak Hill community.

The expected Contract time for Substantial Completion is 365 days from the date of the Notice to Proceed.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office Monday through Friday between 8:00 a.m. and 5:00 p.m. and may obtain copies as described below. Partial sets of Bidding Documents will not be available. Neither the Owner nor the Engineer will be responsible for any full or partial set of Bidding Documents, including addenda, obtained from sources other than the Issuing Office.
Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a non-refundable deposit of $150 for each set. Make deposit checks for Bidding Documents payable to Hybrid Engineering, Inc.
This project is being funded, in whole or in part, through a loan from the South Carolina State Revolving Fund (SRF). All Bidders must comply with all applicable state and federal requirements identified in the Bidding Documents, including the Davis-Bacon and Related Acts (DBRA) and the “American Iron and Steel” (AIS) requirements.
If awarded, the contract will be on a unit price basis in accordance with NECPW procurement rules and regulations, subject to approval by the NECPW Board of Commissioners. Please mark the “Project Name” and “Bid Enclosed” on the outside of the envelope. No bid may be withdrawn for 90 days after the time has been called on the date of opening. All Bidders must provide a Bid Bond in an amount not less than five percent (5%) of the Bid. The Successful Bidder will be required to furnish a Performance Bond and a Payment Bond, each in the amount of 100% of the Contract Price.

Upon the Issuing Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery service. Consulting Civil, Structural & Environmental Engineering Firm seeks candidates for multiple full-time Project Engineer and Design Engineer positions at its growing Columbia, South Carolina office. The selected candidates will lead and/or participate on design teams for water, wastewater, civil sitework, stormwater, and/or transportation projects. Desired education requirement is an AS, BS, MS, or ME in Civil Engineering, Environmental Engineering, or Biosystems Engineering. Professional Engineering license or EIT certification is preferred.
Responsibilities include working with teams from initial studies and conceptual planning through design, construction, and operational startup of new and improved facilities. Duties will also include field investigations, research, report development, regulatory permitting, and construction contract administration. Strong verbal and written communication skills are required, as are interpersonal skills including being capable of interfacing effectively with clients, staff, regulatory agencies, and construction contractors. A reasonable proficiency in AutoCAD is also required.
