Hybrid Engineering, Inc. was founded in Columbia, South Carolina on August 11, 2008 and began its practice of consulting civil, structural, and environmental engineering and planning. The firm was founded by entrepreneurial engineering professionals who had worked together for many years at other South Carolina-based consulting engineering firms.

General Notice

The New Ellenton Commission of Public Works (Owner) is requesting Bids for the construction of the following Project:

Oak Hill Water System Improvements

Bids for the construction of the Project will be received at the New Ellenton Commission of Public Works Offices, 100 Main Street S., New Ellenton, SC 29809, until Tuesday, August 12, 2025, at 2:00 p.m. local time. At that time, the Bids received will be publicly opened and read.

The Project includes the following work: Approximately 780 linear feet of 10-inch DI water main, 30 linear feet of 18-inch steel casing pipe via jack & bore, altitude valve vault, fire hydrant, related appurtenances, demolition and removal of an existing 2,000-gallon hydropneumatic tank, and the installation of 346 linear feet of chain-link fencing. The project will establish a permanent connection between the Oak Hill and New Ellenton Commission of Public Works water systems.

The Project has an expected duration of 90 days.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office Monday through Friday between 8:00 a.m. and 5:00 p.m. and may obtain copies as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither the Owner nor the Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.

Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a non-refundabledeposit of $150 for each set. Make deposit checks for Bidding Documents payable to Hybrid Engineering, Inc.

The Owner will award the project to the lowest responsive and responsible bidder for the unit price bid per NECPW procurement rules and regulations, subject to approval by the NECPW Board of Commissioners. Please mark the Project Name and “Bid Enclosed” on the outside of the envelope.

Bidding Documents may be purchased from the Issuing Office during the hours indicated above. The cost does not include shipping charges. Upon the Issuing Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery service.  Consulting Civil, Structural & Environmental Engineering Firm seeks candidates for multiple full-time Project Engineer and Design Engineer positions at its growing Columbia, South Carolina office. The selected candidates will lead and/or participate on design teams for water, wastewater, civil sitework, stormwater, and/or transportation projects. Desired education requirement is an AS, BS, MS, or ME in Civil Engineering, Environmental Engineering, or Biosystems Engineering. Professional Engineering license or EIT certification is preferred. 

Responsibilities include working with teams from initial studies and conceptual planning through design, construction, and operational startup of new and improved facilities. Duties will also include field investigations, research, report development, regulatory permitting, and construction contract administration. Strong verbal and written communication skills are required, as are interpersonal skills including being capable of interfacing effectively with clients, staff, regulatory agencies, and construction contractors. A reasonable proficiency in AutoCAD is also required.
