Sealed Bids for the construction of the Wastewater Pump Station Renovations will be received by the City of Manning in Council Chambers at the Manning City Hall located at 29 W Boyce Street, Manning, SC 29102 until Tuesday, July 1, 2025, at 2:00 p.m. local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
Renovations to the Walmart Wastewater Pump Station, Mid-Eastern Truck Wash Wastewater Pump Station, SC Highway 261 Wastewater Pump Station, and the Manning WWTP Wastewater Pump Station through the replacement of pumps, piping, wet well tops, pump control panels, electrical panels, fencing, and lighting. Additionally, emergency power generators will be added at three of the stations.
Bids are requested for the following Contract: Wastewater Pump Station Renovations and related work.
The Project has an expected duration of 280 days.

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
If awarded, the contract will be on a unit price basis with alternates. No bid may be withdrawn for 90 days after the time has been called on the date of opening. A bid bond must accompany bids in an amount not less than 5% of the base bid. A performance bond and a payment bond will be required in an amount equal to 100% of the contract price.
The Owner will award the project to the lowest responsive and responsible bidder for the unit price bid with alternates per City of Manning’s procurement rules and regulations. Please mark the Project Name and “Bid Enclosed” on the outside of the envelope.
This project is being funded in whole or in part by the South Carolina Infrastructure Investment Program (SCIIP), which is administered by the South Carolina Rural Infrastructure Authority (RIA) and funded by federal State and Local Fiscal Recovery Funds (SLFRF) through the American Rescue Plan Act (ARPA). All federal SLFRF requirements and SCIIP requirements will apply to the contract. All contractors and subcontractors must be registered in the federal System for Award Management (SAM) and may not be debarred from doing business with the federal government. Respondents on this work will be required to comply with all applicable federal regulations, including those listed in Section IV (M) of the SCIIP Grant Project Management Procedures.

Sealed Bids for the construction of the Lower & Middle Ireland Creek Sewer Trunk Line Improvements will be received by the City of Walterboro in Council Chambers at the Walterboro City Hall located at 242 Hampton Street, Walterboro, SC 29488, until 2:00 pm local time on June 10, 2025, at which time the Bids will be publicly opened and read. Duties will also include field investigations, research, report development, regulatory permitting, and construction contract administration. Strong verbal and written communication skills are required, as are interpersonal skills including being capable of interfacing effectively with clients, staff, regulatory agencies, and construction contractors. A reasonable proficiency in AutoCAD is also required.
