Hybrid Engineering, Inc. was founded in Columbia, South Carolina on August 11, 2008 and began its practice of consulting civil, structural, and environmental engineering and planning. The firm was founded by entrepreneurial engineering professionals who had worked together for many years at other South Carolina-based consulting engineering firms.

General Notice
Sealed Bids for the construction of the 2025 Water Supply Improvements will be received by the City of Walterboro in Council Chambers at the Walterboro City Hall located at 242 Hampton Street, Walterboro, SC 29488 until Tuesday, September 29, 2026, at 2:00 p.m. local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
The Project consists of construction of a new 400 GPM Thunderbolt Drive Well, a wellhouse, chlorination system, associated piping, sitework, 100 kW emergency generator, and all related appurtenances. It will also include renovation of the existing Well No. 4AB Stevens to increase its production from 1,100 GPM to 1,300 GPM, chlorination system, associated piping, a new 300 kW emergency generator, and related items.
Bids are requested for the following Contract: 2025 Water Supply Improvements and related work.
The Project has an expected duration of 365 days.

Instructions to Bidders.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
If awarded, the contract will be on a unit price basis with alternates. No bid may be withdrawn for 90 days after the time has been called on the date of opening. The Owner reserves the right to waive any irregularities, or to reject any or all bids. A bid bond must accompany bids in an amount not less than 5% of the base bid. A performance bond and a payment bond will be required in an amount equal to 100% of the contract price.
The Owner will award the project to the lowest responsive and responsible bidder for the unit price bid with alternates per City of Walterboro’s procurement rules and regulations. Please mark the Project Name and “Bid Enclosed” on the outside of the envelope.
This project is being funded in whole or in part by the Community Development Block Grant Program (CDBG). All federal CDBG requirements will apply to the contract. All contractors and subcontractors are required to be registered in the federal System for Award Management (SAM). Bidders on this work will be required to comply with the President’s Executive Order No. 11246 & Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI if the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240.
Bidders must also make positive efforts to use small and minority-owned business and to offer employment, training and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract.

Consulting Civil, Structural & Environmental Engineering Firm seeks candidates for multiple full-time Project Engineer and Design Engineer positions at its growing Columbia, South Carolina office. The selected candidates will lead and/or participate on design teams for water, wastewater, civil sitework, stormwater, and/or transportation projects. Desired education requirement is an AS, BS, MS, or ME in Civil Engineering, Environmental Engineering, or Biosystems Engineering. Professional Engineering license or EIT certification is preferred.
Responsibilities include working with teams from initial studies and conceptual planning through design, construction, and operational startup of new and improved facilities. Duties will also include field investigations, research, report development, regulatory permitting, and construction contract administration. Strong verbal and written communication skills are required, as are interpersonal skills including being capable of interfacing effectively with clients, staff, regulatory agencies, and construction contractors. A reasonable proficiency in AutoCAD is also required.
