ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the Main Street Revitalization- Phase I project will be received by the Town of Kingstree in Council Chambers at Kingstree Town Hall located at 401 N. Longstreet Street, Kingstree, SC 29556 until 2:00 pm local time on June 6, 2023, at which time the Bids will be publicly opened and read. The Project consists of: removal/replacement of street trees, removal/replacement of concrete sidewalks, removal/replacement of concrete curb/gutter, installation of new curb inlet drainage structures, milling of existing asphalt roadway, asphalt resurfacing of existing asphalt roadway, stamping of asphalt at two intersections, wiring pullboxes/conduits for streetlights which will be installed by others, bollards, handicap ramps, tactile dome warning strips, benches, litter receptacles, tree grates, irrigation system, thermoplastic striping, and related items.
Bids will be received for a single prime Contract. Bids shall be on a unit item basis, with alternate bid items as indicated in the Bid Form.

Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8 a.m. and 5 p.m. and may obtain copies of the Bidding Documents from the Issuing Office as described below.
Bidding Documents also may be examined at the local iSqFt Plan Room and the office of the Town of Kingstree, 401 N. Longstreet Street, Kingstree, SC 29556 on Mondays through Fridays between the hours of 9 a.m. and 4 p.m.
Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of a deposit of $150 for each set. Checks for Bidding Documents shall be payable to Hybrid Engineering, Inc. Upon request and receipt of the document deposit indicated above, the Issuing Office will transmit the Bidding Documents via delivery service. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
This project is being funded in whole or in part by the Community Development Block Grant Program (CDBG). All federal CDBG requirements will apply to the contract. All contractors and subcontractors are required to be registered in the federal System for Award Management (SAM). Bidders on this work will be required to comply with the President’s Executive Order No. 11246 & Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI if the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240.
Bidders must also make positive efforts to use small and minority-owned business and to offer employment, training, and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract.
Bid security shall be furnished in accordance with the Instructions to Bidders.
In the event a prospective Bidder elects to not submit a Bid, it is respectfully requested that written notification of a “No Bid” be provided to the Engineer in advance of the Bid opening.

Knowledge of the planning, design, permitting, and the construction process are necessary. Experience with a civil consulting firm preferred. Working knowledge of AutoCAD Civil 3D 2022 and Microsoft Office software are desired. Experience with ArcGIS Pro software a plus. The applicant should possess good communication skills to work with co-workers and relate to clients, have very good organizational skills, and be able to take responsibility with limited supervision.
The firm’s practice spans the breadth of the civil, structural, and environmental engineering disciplines including, but not limited to, water and wastewater systems; site design; storm drainage; roadways and parking; dams; and a myriad of studies. Responsibilities will also include coordination of permitting through various regulatory agencies as well as administration of construction.
