General Notice
Breezy Hill Water & Sewer Co., Inc. (Owner) is requesting Bids for the construction of the following Project:
Settling Basins 3 & 4
Breezy Hill/Charles A. Hilton Water Treatment Plant
Bids for the construction of the Project will be received at Breezy Hill Water & Sewer Co., Inc.’s offices located at 506 Bettis Academy Road, Graniteville, SC 29829 until April 15, 2025 at 2:00 p.m. local time. At that time the Bids received will be publiclyopened and read.
The Project includes the following Work: Settling Basins 3 & 4 at the Breezy Hill/Charles A. Hilton Water Treatment Plant.
Bids are requested for the following Contract: Settling Basins 3 & 4 at the Breezy Hill/Charles A. Hilton Water Treatment Plant
The Project has an expected duration of 365 days.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 a.m. – 5:00 p.m. and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a non-refundabledeposit of $200 for each set. Make deposit checks for Bidding Documents payable to Hybrid Engineering, Inc.
Bidding Documents may be purchased from the Issuing Office during the hours indicated above. Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent.
Pre-bid Conference
A pre-bid conference for the Project will be held on April 2, 2025at 10:00 a.m. at the Breezy Hill/Charles A. Hilton Water Treatment Plant, located at 4076 Jefferson Davis Highway, Graniteville, SC 29842 Attendance at the pre-bid conference is encouraged but not required.
Instructions to Bidders.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
If awarded, the contract will be on a lump sum price basis with alternates. No bid may be withdrawn for 90 days after the time has been called on the date of opening. A bid bond must accompany bids in an amount not less than 5% of the base bid. A performance bond and a payment bond will be required in an amount equal to 100% of the contract price.
The Owner will award the project to the lowest responsive and responsible bidder for the lump sum price bid with alternates per Breezy Hill Water & Sewer Co., Inc.’s procurement rules and regulations, subject to approval by Aiken County as Primary Grant Recipient. Please mark the Project Name and “Bid Enclosed” on the outside of the envelope.
This project is being funded in whole or in part by the South Carolina Infrastructure Investment Program (SCIIP), which is administered by the South Carolina Rural Infrastructure Authority (RIA) and funded by federal State and Local Fiscal Recovery Funds (SLFRF) through the American Rescue Plan Act (ARPA). All federal SLFRF requirements and SCIIP requirements will apply to the contract. All contractors and subcontractors must be registered in the federal System for Award Management (SAM) and may not be debarred from doing business with the federal government. Respondents on this work will be required to comply with all applicable federal regulations, including those listed in Section IV (M) of the SCIIP Grant Project Management Procedures.
