The New Ellenton Commission of Public Works (Owner) is requesting Bids for the construction of the following Project:
Water Improvements at Chime Bell Church Road
Bids for the construction of the Project will be received at the New Ellenton Commission of Public Works Offices, 100 Main Street S., New Ellenton, SC 29809, until May 16, 2024 at 2:00 p.m. local time. At that time, the Bids received will be publicly opened and read.
The Project includes the following work: Approximately 10,070 linear feet of 8-inch water main, 18 fire hydrants, and related appurtenances. Additionally, the work includes approximately 50 linear feet of 6-inch water main and 80 linear feet of 8-inch water main installed by jack and bore method, and 340 linear feet of 10-inch water main installed via horizontal directional drill.

The Project has an expected duration of 150 days.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office Monday through Friday between 8:00 a.m. and 5:00 p.m. and may obtain copies of the Bidding Documents as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither the Owner nor the Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a non-refundabledeposit of $175 for each set. Make deposit checks for Bidding Documents payable to Hybrid Engineering, Inc.
This project is being funded in whole or in part by the South Carolina Infrastructure Investment Program (SCIIP) and administered through the Rural Infrastructure Authority (RIA). All contractors or subcontractors must be registered in the Federal System for Award Management (SAM) and not be debarred. Interested contractors must be able to provide a signed copy of DHEC Form 3590 titled “Certification Regarding Debarment, Suspension and Other Responsibility Matters” with their bid package. All contractors or subcontractors must comply with the Terms and Conditions for Federal Contracts as outlined in Article 19 of the Supplementary Conditions of the Construction Contract.
If awarded, the contract will be on a unit price basis. No bid may be withdrawn for 90 days after time has been called on the date of opening. Bids must be accompanied by a bid bond in an amount not less than 5% of the base bid. A performance bond and a payment bond will be required in an amount equal to 100% of the contract price.
The Owner will award the project to the lowest responsive and responsible bidder for the unit price bid per NECPW procurement rules and regulations and be subject to approval by the NECPW Board of Commissioners. Please mark the Project Name and “Bid Enclosed” on the outside of the envelope.
Bidding Documents may be purchased from the Issuing Office during the hours indicated above. The cost does not include shipping charges. Upon the Issuing Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery service. Consulting Civil, Structural & Environmental Engineering Firm seeks candidates for multiple full-time Project Engineer and Design Engineer positions at its growing Columbia, South Carolina office. The selected candidates will lead and/or participate on design teams for water, wastewater, civil sitework, stormwater, and/or transportation projects. Desired education requirement is an AS, BS, MS, or ME in Civil Engineering, Environmental Engineering, or Biosystems Engineering. Professional Engineering license or EIT certification is preferred.
Responsibilities include working with teams from initial studies and conceptual planning through design, construction, and operational startup of new and improved facilities. Duties will also include field investigations, research, report development, regulatory permitting, and construction contract administration. Strong verbal and written communication skills are required, as are interpersonal skills including being capable of interfacing effectively with clients, staff, regulatory agencies, and construction contractors. A reasonable proficiency in AutoCAD is also required.
