Black Street Sub-Basin 12 Sewer Upgrade Project
Sealed Bids for the construction of Black Street Sub-Basin 12 Sewer Upgrade Project will be received by the City of Walterboro, at the Walterboro City Hall, 242 Hampton Street, Walterboro, SC 29488, until 2:00 pm local time on Thursday July 1, 2021, at which time the Bids will be publicly opened and read. The Project consists of: installing cured-in-place pipe in approximately 385 linear feet (LF) of 12-inch sewer lines, 720 LF of 10-inch sewer lines, and 10,380 LF of 8-inch gravity sewer lines as well as rehabilitation of approximately 67 manholes and other items as shown on the Bid Form. This Bid will remain subject to acceptance for 60 days after the Bid opening, or for such longer period of time that Bidder may agree to in writing upon request of Owner.

Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8 a.m. and 5 p.m. and may obtain copies of the Bidding Documents from the Issuing Office as described below.
Bidding Documents also may be examined at the local iSqFt Plan Room; the office of the City of Walterboro 242 Hampton Street, Walterboro, SC 29488, on Mondays through Fridays between the hours of 9 a.m. and 4 p.m.
Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of a deposit of $100 for each set. Checks for Bidding Documents shall be payable to Hybrid Engineering, Inc. Upon request and receipt of the document deposit indicated above, the Issuing Office will transmit the Bidding Documents via delivery service. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
This project is being funded in whole or in part by the Community Development Block Grant Program (CDBG). All federal CDBG requirements will apply to the contract. All contractors and subcontractors are required to be registered in the federal System for Award Management (SAM). Bidders on this work will be required to comply with the President’s Executive Order No. 11246 & Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI if the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240. Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. Owner will reject the Bid of any Bidder that Owner finds, after reasonable inquiry and evaluation, to not be responsible. Bids will be considered valid for a period of 60 days after receipt.
Bidders must also make positive efforts to use small and minority-owned business and to offer employment, training, and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract.
Bid security shall be furnished in accordance with the Instructions to Bidders.
