Dry Branch Well Rehabilitation for Oak Hill Water System
The New Ellenton Commission of Public Works (Owner) is requesting Bids for the following Project:
Bids for the Project will be received at the New Ellenton Commission of Public Works Offices, 100 Main Street S., New Ellenton, SC 29809, until Tuesday, March 11, 2025, at 2:00 p.m. local time. At that time, the Bids received will be publicly opened and read.
The project aims to restore the productivity of the New Ellenton Commission of Public Works’ Dry Branch Well by utilizing airburst, advanced impulse generation, acoustic wave, or impulse wave technologies to clean and rehabilitate the well’s intake screens and gravel pack. The well features 10-inch intake screens at depths of 352’ to 372’ and 390’ to 430’, along with a 10-inch blank casing at depths of 430’ to 435’.
The rehabilitation will focus on effectively dislodging sediment, scale, and other obstructions from the well's intake screens and gravel pack. After the cleaning process, any displaced materials shall be removed from the well using an airlift, bailer, or other approved removal technique. A final video inspection shall be conducted to verify the thoroughness of the cleaning and material depth.
Following the rehabilitation, well productivity will be assessed by installing temporary pumping equipment to conduct flow and drawdown testing. These tests, conducted over a period of up to 24 hours, will evaluate the well’s specific capacity, dynamic water level, and overall performance under sustained pumping conditions.
In addition to the well rehabilitation, the work will include the installation of new deep well turbine pump assembly and motor to restore the well’s functionality.

107-Year Old Sewer Replacement
Bids for the construction of the Project will be received at Manning City Hall in Council Chambers 29 West Boyce Street, Manning, SC 29102 until Tuesday, March 4, 2025, at 2:00 p.m. local time. At that time, the Bids received will be publiclyopened and read.

Consulting Civil, Structural & Environmental Engineering Firm seeks candidates for multiple full-time Project Engineer and Design Engineer positions at its growing Columbia, South Carolina office. The selected candidates will lead and/or participate on design teams for water, wastewater, civil sitework, stormwater, and/or transportation projects. Desired education requirement is an AS, BS, MS, or ME in Civil Engineering, Environmental Engineering, or Biosystems Engineering. Professional Engineering license or EIT certification is preferred.
Responsibilities include working with teams from initial studies and conceptual planning through design, construction, and operational startup of new and improved facilities. Duties will also include field investigations, research, report development, regulatory permitting, and construction contract administration. Strong verbal and written communication skills are required, as are interpersonal skills including being capable of interfacing effectively with clients, staff, regulatory agencies, and construction contractors. A reasonable proficiency in AutoCAD is also required.
