The City of Walterboro (Owner) is requesting Bids for the construction of the following Project:
2025 Forest Hill Water Improvements-Phase I
Bids for the construction of the Project will be received at the Walterboro Town Hall, 242 Hampton
Street, Walterboro, SC 29488, until July 30, 2026 at 2:00 p.m. local time. At that time, the Bids received
will be publicly opened and read.
The Project includes the following work: Approximately 9,205 LF of 6-inch water main, 7 fire hydrants, 4
6” x 6” Tapping Sleeves & Valves, 6” gate valves, fittings, approximately 65 service connections, and all
related appurtenances.
Bids are requested for the following Contract: 2025 Forest Hills Water Improvements – Phase I
The Project has an expected duration of 180 days.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office Monday through
Friday between 8:00 a.m. and 5:00 p.m. and may obtain copies as described below. Partial sets of Bidding
Documents will not be available from the Issuing Office. Neither the Owner nor the Engineer will be
responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources
other than the Issuing Office.
Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a nonrefundable deposit of $200.00 for each set. Make deposit checks for Bidding Documents payable to
Hybrid Engineering, Inc.
This project is being funded in whole or in part by the South Carolina Rural Infrastructure Authority (RIA).
If awarded, the contract will be on a unit price basis. No bid may be withdrawn for 90 days after the time
has been called on the date of opening. A bid bond must accompany bids in an amount not less than 5%
of the base bid. A performance bond and a payment bond will be required in an amount equal to 100% of
the contract price.
The Owner will award the project to the lowest responsive and responsible bidder for the unit price bid
per City of Walterboro procurement rules and regulations, subject to approval by the Walterboro City
Council. Please mark the Project Name and “Bid Enclosed” on the outside of the envelope.

Consulting Civil, Structural & Environmental Engineering Firm seeks candidates for multiple full-time Project Engineer and Design Engineer positions at its growing Columbia, South Carolina office. The selected candidates will lead and/or participate on design teams for water, wastewater, civil sitework, stormwater, and/or transportation projects. Desired education requirement is an AS, BS, MS, or ME in Civil Engineering, Environmental Engineering, or Biosystems Engineering. Professional Engineering license or EIT certification is preferred.
Responsibilities include working with teams from initial studies and conceptual planning through design, construction, and operational startup of new and improved facilities. Duties will also include field investigations, research, report development, regulatory permitting, and construction contract administration. Strong verbal and written communication skills are required, as are interpersonal skills including being capable of interfacing effectively with clients, staff, regulatory agencies, and construction contractors. A reasonable proficiency in AutoCAD is also required.
